The project was called "General Authority for administration and carrying out Railway" according to the decision No. (103) of General Peoples committee in Alkoms in 1992. but in the beginning of the year 2000, the name was changed into "railway Executive Board" according to the decision No. (221) of General Peoples committee in 2000. The explained that the purpose of making "Railway Executive Board" was to carry out the new plane pf the project and to be the responsible about the project.
The Board prepares the programs, studies, economical research, designs, technical specifications and plane required for the project and carries them out using the native entities as possible and prepares the documents and specifications of contracting.
The Board started in carrying out the basic elements of the huge project. It offered a five years plane needing (3866000000 L.D) i.e. (10000000000 $).
After the agreement of General Peoples committee on the plane, the Board stated in carrying out the financial and time schedule which includes civil works, constructions, produce the required materials and imports of signaling and telecommunication system and Locomotives. This is to achieve this major project which is considered one of 1st of September achievements in Transportation. The Board has also a great roll in internal and external investment for the native and foreign companies where the project needs about (1000000) job opportunities for carrying out Emsaid -Ras Ejdeer line and (25000) job opportunities for operating.
Railway Executive Board has thought in Africa. It is studying the Built Operation and Transfer (B.O.T) system to construct the African Railway line which will connect Libyan ports with the continent.
It is known that the major countries and huge companies use the (B.O.T) system for the large projects.
After studying and connecting to the huge companies, it was obvious that we can use this system in railway after making the basic works of the tracks and lines according to law in Libya
Goals of the project:
The following are the goals of carrying out the railway project in Libya :-
1- Sharing in enhancing the national economics through passengers and goods transport.
2- Move the exports and imports in and out of Libya.
3- Get foreign currency by transport exports and imports.
4- Sharing in developing programs by getting social requirements.
5- Connect between the parts of the country.
Railway lines and tracks
The whole project consists of two main lines. The coastal line which is 2178 km long and extends from Emsaid to Ras-Ejdeer. The southern line which is 992 km long and extends from Elhesha to Brak then to Sebha. The length of the lines are as follows :-
