The Assistant Secretary of General People's Congress saluted the Leader of the Revolution and Libyan People and congratulated them on the occasion of the new Lunar year and convening the annual meeting of the General People's Congress.

He underlined in his speech during the opening session of the General People's Congress, Saturday morning, the mechanism to be followed by the congress in drafting the resolutions of the basic people's congresses.

In this regard, he pointed out that the basic people's congresses discussed four items in their agenda during their ordinary meeting, they are :- Follow up, reports, laws, budgets, and foreign policy of the Libyan People, besides drafting the accountability on the follow up and reports.

He pointed out that the basic people's congresses, took their resolutions regarding the mentioned subjects of the agenda, and the secretariats of the people's congresses of shabyas have incorporated the drafts of these resolutions and remarks, and the Secretariat of General People's Congress has entrusted technical committees to draft each item on the agenda in this meeting. The committees comprise a number of secretaries of people's congresses of shabyas and from Secretaries of people's committees.

He also pointed out that General People's Congress would be sub-divided into these technical committees to incorporate and compile the decisions of the basic peoples congresses and draft resolutions in this regard, noting that this is the appropriate management manner for incorporating the various drafts.

He affirmed that all of the resolutions, remarks, and recommendations of the basic people's congresses to be taken into consideration without any deleting or removal with emphasis on recording and abiding by them and not to be transcended.

He stressed the importance that the drafting be accurate and completely identical to the resolutions of the basic people's congresses and not to reflect the viewpoints of the technicians and experts participating in incorporating the drafts.

He underlined that the accountability questions would be in a plenary session of the congress which is a democratic institution established by the people, and which is the gathering of the Secretariats of the basic people's Congresses and People's Committees, Unions and vocational associations.

He underlined that the General People's Congress is concerned with the public matter as it is concerned with the resolutions of the basic people's congresses and would have an opinion regarding things going on in the world and in our region of issues discussed by the people's congresses whether during their discussions of the foreign policy item or during the discussions of the rest of items included on its agenda.

He added that the meetings of the Congress may issue a political statement regarding the events and developments in our region and in the world.
