Human Resource - Monday 12th of May 2008 - 09:35:00 am (Tripoli Libya)

Amongst the producing, processing, marketing, distributing and service companies in the Oil Sector, there are approximately 33,600 employees. the human resource is considered NOC and its affiliated companies as the most important element in the whole production process consider. Therfore, full at-tention is paid to the preparation and execution of continued and varied eductional and training programmes. This is in addition to improving living and work conditions to increase efficieency and productivity.

Training activities in NOC and its affiliated companies aim to raise the level of competence and efficiency of the manpower both technically and administratively. This ensures awareness and familiarization with technological developments, methods and work systems applied in the oil industry at an international level.

To achieve this goal, training programmes are adopted to meet the diverse requirements in different fields. Further more, the programs concentrate on technical aspects that have direct relationship with the production process, such as maintenance, production, reservoir engineering, exploration ect.

On - the - job training is the principle method used in developing and training the national employees of the Oil Sector, supported seminars and theoretical and practical symposia. This is carried out using proven methods suitable for training each candidate in accordance with the established training plan of each oil company, which is subject continuous follow-up and evaluation by NOC.

Local training
To emphasize the importance of the local training, all the capabilities of the oil sector's available re-sources, as well as universities and institutions, and qualified employees, both within and outside the oil sector are put to use. These plans and programmers for training and development are carried out by the following institutions.

1. center of Administrative and Technical Development of NOC
This canter carries out a number of Specialized Programs locally which used to be implemented abroad, such as :
A. Drilling, geology and production engineering .
B. Reservoir and production engineering .
C. Maintenance.
D. Supervision, management, finance, warehousing, purchasing and customs clearance .

2. oil institution for training and development
this institution prepares national trainees holding the preparatory certificate or higher, forpor positions in operation , maintenance and drilling.

3.zawia trauning centre
The centre qualifies and prepares national trainees who hold preparatory certificates to meet the needs of both maintenance and operations in the petrochemical plants and refineries.

Overseas training
To increase the local training programmes , is no doubt an appropriate approach and it should be supported and encouraged due to its importance to the Oil sector. On the other hand , to decrease training abroad does not necessarily constitute the right approach. Since any decrease of this kind means we loose touch with modern technical developments in the field of the international oil industry. This industry is characterized by complicated technology and a management structure which witnessed many changes and constant Development.

Therfore, training abroad shall recommence after the recession stage which has now passed. A number of trainees in the different technical fields will join advanced training institutions in Europe, Canada and other countries which have the training facilities to meet the needs of the oil sector.
