21.07.2008 ExxonMobil- Floating Drilling Unit and Associated Equipment and Services Summary: ExxonMobil Libya Limited intends to pre-qualify contractors offering a Floating Drilling Unit and associated Equipment and Services. This qualification process is in preparation for a request to provide commercial proposals for the provision of a Floating Drilling Unit and associated Equipment and Services for planned offshore drilling operations offshore Libya Local and International Contractors specializing in Floating Drilling Units and associated Equipment and Services are invited to register their interest to receive a Request for Proposal package by providing the information requested below. Basic Qualifications: To be considered for receipt of a Request for Proposal package, Contractors should ensure that they can meet the following as minimum: Contractor can provide proof of existing registration in Libya or their planned intent and strategy to register in Libya solely or through a joint venture with a Libyan registered partner, to conduct business in accordance with Libyan Law. Contractor can provide audited financial statements for the past 3 years. Contractor specialises in, and can demonstrate previous experience in providing a Floating Drilling Units and associated Equipment and Services. Contractor must be able to provide the required Floating Drilling Unit and Associated Equipment and Services for Operations Offshore Libya Commencing Approximately May 1st 2009, with continuing operations offshore Libya being planned for a period of approximately six months. Specific Equipment Requirements: Interested Contractors should be able to demonstrate that they are able to commit to the availability of a moored semi submersible floating drilling unit and associated equipment and services capable and outfitted to operate in 2,232m water depth, drill to a depth of 7,750m and equipped with the following: Rotary table rated at a minimum of 750 hp. Top drive rated a minimum of 750 tons. Drawworks with a static load rating of a minimum of 1,400,000 lbs. Mud system rated to 4,500 psi with four mud pumps rated at a minimum of 1600 hp each. 18 ¾” 15,000 psi BOP system trimmed for H2S and equipped with casing shear rams, blind shear rams and pipe rams. Primary drill pipe inventory consisting of a minimum of 7,750m of 5 ½” Grade S-135 drill pipe with HT-55 connections. 2,232m of marine riser with a minimum nominal load rating of 2,000,000 lbs. Housing quarters for a minimum of 120 persons Required Information To register their interest to receive a Request for Proposal package, Contractors shall provide the information requested below. A request for additional information will be provided in the Request for Proposal package if so received. Full Contractor name and company registration details. Full name and company registration details of Libyan partner (if any). Address and contact name to which the Request for Proposal package may be sent. Details of Ownership/Corporate Organization of Contractor and Libyan partner (if any) Identify whether or not your company is publicly held. Provide the name of major shareholders in your company and their percentage of equity interest. Name of Parent, Affiliate and Subsidiary companies. Organization chart depicting the relationship between the companies. Name of Managing Director or Owner. Nature of relationship between Contractor and Libyan partner (if any), e.g. unincorporated joint venture, incorporated joint venture etc including date of formation of relationship. A brief description of all Floating Drilling Unit and Associated Equipments and Services offered by Contractor in Libya. Please provide all information requested in English format. Conditions The following conditions should be noted: ExxonMobil reserves the right to request further information from Contractors seeking registration for a Request for Proposal package. Contractors supplying insufficient or inadequate information will be excluded from further consideration. This registration process is not an invitation to tender. Notwithstanding the submission of the requested information to ExxonMobil Libya Limited, ExxonMobil Libya Limited is neither committed nor obligated to issue any call for tender or to include any Contractor on any bid lists or award any form of contract. Full bidding information or an invitation to bid will only be sent to those Contractors that have successfully completed the registration process and are considered qualified by ExxonMobil Libya Limited to fulfill the technical, personnel, material and performance requirements of the services to be tendered ExxonMobil Libya Limited will not make any form of payment for submissions presented in response to this announcement, or for completion and submission of a pre-qualification package.
