Summary
Gazprom Libya intends to pre-qualify Contractors offering Logistics Base support for drilling activity in approximately 4500ft water depth Area-19 Libyan waters.
Drilling program is scheduled to commence on or about July 2010 with offshore drilling unit to TBA. The completion of the drilling program is expected by July 2011.
The Logistics Base will have to be fully operational by 1^st May 2010 and is expected to be closed at the end of drilling campaign July 2011.. These dates are for indicative purposes only and may be subject to change at any time at COMPANY’s sole option.
The selected Logistics Base will be in proximity of acceptable, fully serviced port facilities. It will encompass an open air storage area, warehouse and operations offices to be located at or close to the Logistics Base. Tenders will be required to provide a Logistics Base Supervisor and other support personnel. Supply vessel (s) will be chartered by COMPANY to deliver materials and equipment to and from the drilling unit in Area 19 on a continuous basis movement through the Logistics Base.
Potential locations will consider by COMPANY as a place to install the Logistics Base if located between Misuratah and Khoms. The location shall present the minimum risks for Environmental Conditions.
The Logistics Company will coordinate all aspects of vessel port clearances and associated customs and immigration procedures.
 
Basic Qualifications
To be considered for receipt of request for proposal package, contractor should ensure that they can meet following basic qualification:
1-Contractor can provide proof of existing registration in Libya solely or through a joint venture with Libyan registered partner , to conduct business in accordance with Libyan Law.
2-Contractor can provide audited financial statement in accordance for the past 3years.
3- Contractor can specialises in , and can demonstrate previous experience in such services

To register their interest to receive a request for proposal package, Contractor shall provide the information requested below A request for additional information will be provided in the request for proposal if so received.
1. Full Contractor name and company registration details
2. Full name and company registration details of Libyan partner (if any)
3. Address and contact name to which the request for proposal package may be sent.
4. Details of ownership/corporate Organization of Contractor and Libyan partner (if any)
5. Brief description of logistic Services offered by Contractor in Libya
6. Please provide all information in English format.
 
Conditions
The following conditions should be noted:
- Gazprom Libya B.V reserves the right to request further information from contractors seeking registration for a Request for proposal package.
- Contractor supplying insufficient or inadequate information will be excluded from further consideration.
- This registration process is not an invitation to tender .Notwithstanding the submission of the requested information to Gazprom Libya B.V, Gazprom Libya B.V is neither committed nor obligated to issue any call for tender or to include any Contractor on any bid lists or award any form of contract .full bidding information or an invitation to bid will only be sent to those contract or that have successfully completed the registration process and are considered qualified by Gazprom Libya B.V to fulfill the technical personnel , material and performances requirements of the services to be tendered.
-  Gazprom Libya B.V will not make any form of payment for submissions presented in response to this announcement, or for completion and submission of a pre-qualification package.
