Call for Tender for the supply of 1500HP Drilling Rig for Drilling Locations

Verenex Energy Area 47 Libya Limited intends to issue a Call for Tender  for the supply of 1500HP Drilling Rig for Drilling Locations as described below:

Location:

Area 47 is located in Ghadames Basin , Libya , block 47, 300 km southwest of Tripoli .

Project main objectives:

Verenex Energy Area 47 Libya Limited, Operator for Area 47 in Ghadames basin is investigating and pre-qualifying the Libyan and international market for a third Drilling Rig to support its continuing Drilling Program for 2009 – 2010. Verenex is seeking a third, fast moving, 1500 HP SCR drilling rig complete with Top Drive . Rig component specifics will be described in the detailed invitation to tender. The drilling program would consist of Exploration and / or Appraisal or Development oil wells. The anticipated start date would be Q1 2009 with one year firm and yearly optional contracts based on Contractor performance, Company, Management Committee and NOC approvals. All Libyan registered Drilling Contractors are invited to submit their intention to receive the invitation to tender from Verenex Energy by submitting photographs and specifications of their available drilling rigs and current locations for inspection prior to July 15 th . An invitation to tender will be let out in August 2008.

Well Design :

•  20 Conductor pre-set.

•  17 ½” hole – 13 3/8” casing to 3300 feet.

•  12 ¼” hole – 9 5/8” casing to 7600 feet .

•  8 ½” hole – 7” Liner 11,000 to 7400 feet.

•  1000 feet of  3 ½” EUE Kill string run in hole prior to rig release

Main Components :

•  1500 HP, SCR powered, fast moving, depth rating to 15,000 feet Drilling Rig.

•  750,000 minimum Derrick rating with 500,000 lbs hook load capacity.

•  500,000 lbs set back.

•  Top Drive, minimum 1000 HP.

•  2 x 1500 HP Mud pumps.

•  1800 – 2400 bbls Mud System.

•  1200 - 1600 bbls water storage.

•  High speed Shale shakers, desander and desilter.

•  Connections for centrifuge tie-ins.

•  Adequate electrical power for 3 rd party centrifuge contractor.

•  5000 psi BOP and related equipment.

•  12,000 feet 5” Grade G or 105 drill pipe.

•  9 ½” Drill collars (6) .

•  8” Drill collars (24).

•  6 ½” Drill collars (30).

•  4 ¾” Drill collars (24).

•  5,000 feet 3 ½” Grade G or 105 Drill pipe .

•  80 – 100 man master-skidded camp.

•  Wellsite Office for Company Supervisor.

•  Wellsite Office/Lab for Geologist.

•  Wellsite office for Company Safety/Operations Supervisor.

•  Wellsite Sleepers for Supervisors (2), Geologist (2), Safety/Operations Supervisor (2)

Ancillary Equipment:

•  40 Ton Crane and Operator with 24 hrs operator coverage.

•  12 Ton Forklift or Front end loader with 24 hrs operator coverage.

•  Oilfield bed truck and trailer designated to rig.

•  Complete fishing equipment for contractors downhole tools.

•  Casing handling equipment for Operators casing string design.

•  Crew Pickup.

•  Toolpusher Pickup.

•  Medic Clinic and Doctor.

•  Ambulance (Approved for Emergency use only).

•  Water transfer pumps and transfer lines for water transfer between reserve pit and rig and between reserve tanks and rigs tanks.

•  Telecommunication system for contractor usage

•  Rig Number.

•  Age of Drilling Rig.

•  Origin of Drilling Rig.

•  Age of Camp.

•  Origin of Camp.

•  Date of last Moduspec Inspection.

•  Date of last Tubular Inspection.

•  Rig specific Accident record for previous 36 months.

•  Last three Operators and duration of contract including area of work .

•  List of Senior and Junior personnel .

•  Company training grid for Rig personnel

Qualification requirements:

Verenex Energy Area 47 Libya Limited invites all interested local and international Drilling Companies to submit to Verenex Energy their complete prequalification documents, for registration and evaluation as follows:

•  Company profile with full details of similar Contracts performed with reference list of Clients giving names and addresses as well as Work description, location, start and completion dates and value of Contracts.

•  Financial Statement of Company for last 3 years.

•  Copy of Company registration in Libya .

•  Company catalogue of entire range of Services offered by Company.

•  Company Organization Chart.

Interested companies for the above indicated tender must satisfy the requirements stated above and submit the required information.

The prequalification request is not an invitation to tender.

Only eligible contractors that meet the pre-qualification criteria, which shall be determined by Verenex Energy sole discretion, will be included in the bidders list.

This pre-qualification invitation implies neither commitment nor obligation, implied or otherwise, for Verenex Energy to issue a tender or enter into a contract.

Verenex Energy will not be responsible for any cost incurred for preparation and submission presented in response of this announcement.
