OJSC Tatneft Libyan Branch (hereinafter COMPANY), carrying out exploration works on Area 82 (blocks 1 and 4) and Area 98 (Blocks 2 and 4) in Ghadames Basin in Great Socialist People’s Libyan Arab Jamahiriya, invites your Company (hereinafter BIDDER) to participate in the Tender for Drilling Rig with Crew to drill 3(three) wildcat wells in Hamada El-Hamra region Area 82 Blocks 4 & 1 and Area 98 Blocks 2 & 4 (Ghadames Basin, Libya). Detailed tender documents package you will receive after confirming the participation. The package will be used by the COMPANY to select a CONTRACTOR for:

A. Drilling 3(three) wildcat wells in Hamada El-Hamra region Area 82 Blocks 4 & 1 and Area 98 Blocks 2 & 4 ( Ghadames Basin, Libya)

Please confirm your intention to participate in the Tender within 7 (seven) days after receipt of Invitation letter (by using Attachment A - Acknowledgement of Receipt).

Bid proposals submission deadline – at 16.00 of 20/05/2008 by Tripoli local time.

Approximate start of Drilling Operations – October - November of 2008.

Tender Venue – Abu Mishmasha Str., Tripoli, Libya, OJSC Tatneft Libyan Branch.
