Ever since the outbreak of the Great First of september Revolution when the Libyan Arab people regained their freedom and became capable of controlling their own destiny upon their land, the Oil lndustry has witnessed radical changes. The great revolution took particular in Oil sector, effecting revolutionary and immediatate steps, chief among which, were the folloming:- The Leader Of Victory And ChallengeDuring His visit To marsa Breaga on 19.1.1986 · Confrontaion with foreign oil companies in the initial months of the revolution, accompained the battle for the elimination of foreign military bases. In the year 1397 A.P.D.corresponding to 1970 the Leader gave a speech in Al -Baida in which he stated "At the time in which foreign military bases are being eliminated, we begin our battle with the Oil Companies". This proclaimed the beginning of a bitter struggle against the companies which had been monopolising the people's wealth for a long time. · Putting an end to the depletion of oil reseves by the monopolising companies and adhering to the proper technical methods of oil and gas production, application of safety measures, and fixing production rates in a manner which serves society's economic and development needs. · Having systemized production : the Revolution led the international battle for price corretion. In recognition. of these efforts, the producing countries have taken the lead in determining prices for their oil, and have forced the monopolies to pay an equitable price for it. · The years 1970-1974, saw the beginning of revolutionary work aimed at securing control over the potentials of the oil industry. Revoutionary laws were inacted nationalising the shares of the international monopolising companies. NOC became a partner with a larger ruling share in producing companies. Thus, radical changes in the structure of the oil industry were introduced , and natio nals commenced exercising control over various stages of exploration and development, production, refinement, processing and marketing, as well as maintenance and prepatory services that accompany these operations. · Consequently , the function of thee international monopoly companies has been altered to companies has been altered to companies helping to provide the necessary finance and expertise needed for the oil industry within a gealth. this framework is prepared by NOC , and its implementation is supervised by it in a manner which does not allow the monopolies any single- handedness, exploitation nor disregard of the Libyan people s will. |
