The process of planning and allocation of production quotas begins with NOC and ends with the operating companies and their wells scattered throughout the SPALJ. After identifying the production requirements, coordination with Brega international Marketing Company is effected to gather information about it's needs of different Libyan Crudes. This is reviewed in the light of reservoir studies, production process plans and coordination with companies to guarantee the safety of the producing reservoirs by applying the proper production methods. This is accomplished by distributing these production requirements over the different oil fields in order to achieve a balanced utilization.

Crude oil flows through a network of major pipelines, exceeding three thousand kilometers in length. This crude oil is pumped to five oil terminals all along the Libyan coastline, and they are as follows: ElHrigha, Zueitina, Bregha, Ras-Lanuf and Sidra. Internationally, the SPLAJ is included as one of the countries adhering to OPEC's production and export quota.
