The Libyan Arab People, convening in the general gathering of the People's Congresses, the Peoples Committees, Trade Unions, and the vocational sindacates, i.e., the General Peoples Congress, Emanating from the first declaration of the Revolution and historical Speech of Zuara.
Being rightly guided by the categories of the Green book;
Having reviewed the recommendations of the Peoples Congresses, the Constitutional Declaration issued on the 2nd of Shawwal 1389, corresponding to the 11th of December, 1969, the decision and recommendations of the General Peoples Congress in its first session during the period from 4 to 17 muharram 1396, corresponding to the period from 5 to 18 january, 1976,and in its second session during the period from the 21st of Thul- Qi 'da to the 2nd Thul-Hijjah 1396, corresponding to the period from 13 to 14 November, 1976;
Believing in what has been heralded by the Great first of Soptember revoluion , triggered by the Revolutionary- Cogitative and the Teacher- leader,Colonel Muammar Al-Qaththafi, at the head of the al movement of Free Unitary Officers, crownig the jihad(Holy War) of fathers and forefathers, for the establishment of the immediate democratic system which the Libyan arab People contend that it is the only decisive and final solution of the problem of DEMOCRACY;
While materializing the popular regime of the terriory of the Great Fatih of September as a determination of the authority of the People , which People the authority is solely thereto, DO HEREBY DECLARE:-
Their adherence to FREEDOM and their preparedness to defend it on their own territory and anywhere in the world as well as to protect the persecuted freedom- fighers;
*Their adherence to SOCIALISM in fuifllmet of the People's ownership;
* Their commitment to realise the comprehensive Arab Unity;
· Their adherence to the spirtual values to secure ethics and morals , ascetical life and humanitarian culture of mind , and to strengthen the course of the advancing Revolution -under the leadership of the Revolutionary- Cogitative and the Teacher- Leader Colonel Mu' ammar Al-qaththafi- towards the complete popular authority and to consolidate the society of the People, the leader,the master, who has undr his obedience the AUTHORITY, OPULENCE and WEAPONS …;the society of freedom… and to ultimately cut off the way of all kinds of conventional reigns of governing,
let them be individuals, families, tribes, sects, classes deputations and party or group of parties, and also declare their readiness to crush and sweep , once and forever ,any attempt against the Authority of the People.
The Libyan Arab People, having restored, through the Revolution, their reigns of power in their hands and ruled over their fates of today and tomorrow, beseeching the help of God and ever clinging to His Holy Book as a source of right course and guidance as well as a canonical Law of the society, DO HEREBY ISSUE THIS DECLARATION indicating the outbreak of the Authority of the People, and do bring news, to the people of the world, of the DAY BREAK of era of MASSES:-
FIRST: THE OFFICIAL NAME OF LIBYA SHALL BE:-
"The socialist People's Libyan Arab Jamahiriya"
SECOND: " The Holy Qur' an is the Shari' a (Canonical Law) of the Society in the Socialist People's Libyan Arab Jamahiriya".
THIRD: the lmmediate People's Authority is the Basis of political System in the Socialist People's Libyan Arab Jamahiriya , the more so as the Authority is for the People, who alone should have such Authority. The People shall excerise their Authority through People's Congresses, People's Committees, Trade Unione, Leagues, Vocational Syndicates and the General People's Congress, thus the Law shall determine the functions thereof".
FOURTH: "National Defense is the responsibility of each compatriot, male and female and through the general military training, the people shall de trained and armed. The Law, however, shall regulate the method of setting up the military frames and the general military training".
