NOC issued a circular dated 15.07.2008 signed by NOC secretary, addressed to all oil companies working in Libya.   It ascertains the importance of giving priority  in drilling works to the National drilling company as it is completely owned by NOC; and also to grant priority to Arab company for drilling and maintenance of wells  as it is considered  an Arab joint company.  NOC secretary stated that it is important to comply with this policy as employment chances  will be granted to national elements who will be qualified to replace foreign elements in drilling works .
