The 11th International Energy Forum was held in Rome, Italy from 20 – 22 nd April 2008 and was attended by Dr. Shukri Ghanem, NOC Chairman. This event which represents a good opportunity for the CEOs of major energy companies and energy Ministers to meet and debate was organized under the general theme : Energy Dialogue to Respond to Global Challenges.

Dr. Ghanem chaired the dialogue session on the first day of the event which theme was Insuring Energy Investment, where he gave a brief speech on key issues relating to the energy industry such as the real reasons of the increased oil prices and oil investments. Dr. Ghanem also pointed out the huge opportunities for investments in Libya, especially in light of the country's new laws set in the recent years to encourage investments.
