The report, aimed at Libya's potential foreign investors and trading partners, is the first authoritative progress report on legal reforms instituted in Libya since the lifting of the trade embargo. In recent years, the lack of suitable legal and financial framework in Libya seems to have deterred foreign investment.
Initiatives such as Law No 5 have encouraged investment in the agricultural, services, healthcare and industrial sectors and Law No 7 in the tourism sector.
