Article (1)

To apply the rules of this law, dangerous goods mean any substance or mixture of substances under following groups and each means the meaning against it.

Group (1) substances which are subject to exposure :-

All chemical compounds or mixture of substances or any equipment or machinery, explosive (dashing gas heat) if touched spark or collided with other material.

Group (2) pressed gases

Is each substance or mixture of substances stored in closed container (cylinder or similar) under high pressure exceeding 2.8 Kg on Sq. Cm at temperature 21 ? or pressure exceeding 7.3 Kg on Sq. Cm at temperature 54 ? or flaming liquid of vapor pressure exceeding 2.8 Kg on Sq. Cm at temperature 37.8 ? .

Leading to fire or explosion or poisonous concentrations.

Group (3) flaming liquids

Are inflammable liquids which are capable to dash quantity of vapors at temperature 26.7 ? or less which is sufficient to burn in air if subjected to flame at temperature 6.7 ? or less.

Group (4) hard flaming substances

Are hard inflammable substances through self chemical reactions or water vapor or flaming and then burning strongly or forming fire by friction or heat during production or treatment.

Group (5) oxidizable substances

Are substances which loose its oxygen easily and assist in combustion of other inflammable substances and include :-

Compounds and oxidizable elements are substances which assist in combustion of other substances and which does not burn.

Over oxidizing organs are strong oxidizable substances.

Group (6) poisons and irritating substances

Poisons substances are poison chemical substances : gas or hard or liquid capable to damage or death

Irritating substances are substances which cause irritation.

Group (7) radiating substances are radiant substances.

Group (8) canker substances

Are chemical substances (liquid or hard) it has severe effect when it touch human skin or minerals.

Secretary of GPC for public security may issue decision to add other groups.

Article (2)

Considering rules of laws and military systems and other regulations, transport of dangerous goods is allowed after obtaining permission from secretary of GPC for public security or authorized official stating the path and period for transporting these substances.

Article (3)

Conditions for transport of dangerous goods is as follows :-

•  means of transport to be suitable.

•  Goods to be packed with suitable cover.

•  Transport means to be covered with cover resistant to fire.

•  One kind of dangerous goods to be loaded on transport mean seperately.

•  Driver and assistants to be fit.

•  Sign showing type of dangerous goods to be put.

•  Transport to be in suitable condition for kind and nature of dangerous goods.

Article (4)

Owner of dangerous goods to insure goods for damage of individuals, properties, environment as a result of accidents during transport or handling on roads.

Article (5)

Transporter, driver and assistants should take necessary precautions to avoid any damage caused to individuals, properties, environment, roads and should notify the nearest police center or local peoples security center of any accident during transport.

Article (6)

Driver and assistant should adhere to instructions and guides issued by concerned authorities.

Article (7)

Driver should have card named safety identity card substance.

GPC for public security with the coordination of authorities of environment protection, health, safety will limit detailed conditions in the identity card.

Article (8)

Penalty not exceeding 3000 L.D will be imposed on any individual who will transport dangerous goods by any means on roads without obtaining permission according rules of this law.

Article (9)

The person who will not put the signs to avoid accidents during transport or he did not make the necessary precautions will be subject to imprisonment for a period not less than 6 months.

Article (10)

Any person contradicts rules of article (2) or para (4,5,7) of article (3) of this law will be subject to imprisonment for a period not less than one month and not more than 6 months and fine not less than 500 L.D and not more than 1000 L.D or one of these sanctions.

Article (11)

Any person contradicts rules of article (5) of this law will be subject to imprisonment for a period not more than one year and fine not more than 1000 L.D or one these sanctions.

Article (12)

Decision from GPC for public security will be issued for officials nominated as judicial controllers to apply rules of this law.

Article (13)

The executive rules of this law will be issued by decision from GPC and include the following :-

•  Conditions for owner of dangerous substance, transporter, driver and assistants.

•  Max weight and volume of dangerous substances transported on public roads.

•  To limit size and color of signs to be fixed on dangerous substances on packing and vehicles.

•  Arrangements and approval for transport.

•  Any other rules and conditions necessary to execute rules of this law.

Article (14)

Any rule contradicting this law to be cancelled.

Article (15)

This law to be applied from date of issue and published
