Title: Quality Assurance & Quality Control Manager -- Libya -- Waha
Location: MIDDLE EAST AFRICA-LIBYA-TRIPOLI

ConocoPhillips (COP) is one of the world’s largest independent E&P companies, based on proved reserves and production of liquids and natural gas. Headquartered in Houston, Texas, the company had operations in almost 30 countries and more than 16,000 employees as of May 1, 2012. Production averaged 1.62 million BOE per day in 2011, and proved reserves were 8.4 billion BOE as of Dec. 31, 2011.

Waha Oil Company, the Operator for our JV in Libya, has requested the JV IOC Owners to provide personnel to be considered for the N. Gialo Project Team located in Tripoli, Libya.

About the Project

The North Gialo field development projects are green-field oil/condensate development projects with corresponding production facilities to be located in the Libyan desert and are a joint venture between the First Party: Libyan National Oil Company (NOC) and the Second Parties: ConocoPhillips, Marathon Oil Company and Hess. The projects and assets will be operated by the Libyan operating company, WAHA.

WAHA is the wholly owned Libyan operating company formed when the Second Parties re-entered Libya to resume their oil field concessions in that country (the WAHA Concessions).

Project facilities will include oil and gas gathering systems, oil and gas processing facilities capable of processing 100 MBOPD, gas re-injection facilities of approximately 200 MMSCFD, export pipeline facilities, power generation, building and personnel facilities and tie-ins to existing infrastructure facilities.

The projects have completed Pre-FEED and the N Gialo project is preparing to enter FEED after approximately an 18 month hiatus.

Description

The QA/QC Manager is responsible for directing and managing the QA/QC efforts during FEL and EPC in a manner that achieves project quality requirements within the cost and schedule targets as established by the venture.

In addition, the incumbent will provide functional oversight of QA/QC professionals assigned to the projects to ensure consistency and to ensure effective communication and use of lessons learned and best practices.

* Ensure consistent application of the Project Management System and other relevant processes/procedures
* Review of staffing plans and participation in selecting QA/QC staff for positions on the project during execution

The position is a seconded position within the WAHA Operating Company’s Major Projects Organization and will report to the COP seconded Project Manager.

Responsibilities (may include)

* Ensures that all actions, works and services undertaken by Engineering and EPC contractor are in accordance with the respective agreements with company and the Project Management System.
* Ensures compliance with company’s objectives, requirements, priorities, policies, procedures, standards, rules, regulations and guidelines.
* Ensures that cost effective solutions in engineering design are adopted while maintaining quality, constructability, operability and maintainability.
* Ensures that project is technically sound and optimally designed, engineered to appropriate standards and specifications, meeting required product specification and meeting HSE requirements.
* Guide & direct Engineering and EPC contractor, as applicable, to ensure that project deliverables fully reflect QA/QC requirements and other specific guidelines set by the venture.
* Avoid or minimize the variations from Engineering or EPC contractors and associated rework costs by taking proactive/preventive actions
* Conduct and monitor quality assurance audits during the different Engineering and EPC stages.
* Supervise contractor QA/QC performance through spot inspection.
* Identify non-compliances and follow up with corrective actions.
* Ensure provision of proper technical coordination and administration services to PMT and operations groups.
* Ensures that QA/QC culture is visible across all project levels.
* Participates in developing the inspection and test plans
* Monitors the site construction activities and report any non-conformance and the required corrective actions.
* Provide input to the collection of Lessons Learned for the project.

Basic/Required

* Bachelors’ Degree in Engineering (Chemical, Petroleum or Mechanical).
* 15 years of prior QA/QC experience in major capital projects in the oil/gas industry.
* Experience on large-scale oil/gas and petrochemical capital projects.
* Ability to work within a diverse cultural environment.
* Demonstrated interpersonal/teambuilding skills.
* Work effectively with peers in a multi-disciplinary environment.
* Good command of written and spoken English, Strong oral communication skills

Preferred

* Registered Professional Engineer with technical certifications such as ASNT, AWS or ASQ preferred.
* Previous working experience on green field joint-venture non-operated projects.
* Familiar with the use of proprietary and custom computer software systems used for project management.
* Creative, innovative and imaginative with high levels of initiative.
* Results orientated to focus on achievement of the business and projects overall objectives.
* Proven ability to successfully influence team members in a non-operated project, JV partners and government agencies a strong plus

Additional Requirements

* Must be willing to relocate to Tripoli, Libya. 
* Single or married unaccompanied status only.
* Able to travel within Libya to desert operations locations.
* Internationally mobile should engineering design work be executed outside Libya
