Role Description

The IT & Communications Manager will be responsible for the whole ICT infrastructure of the complex. He will be in charge of providing hardware and software maintenance on the ICT infrastructure, contract and manage service providers, drawing up budgets and recommending appropriate training to members of his/her team. Particular attention would need to be given to the deployment of technology for a leaner and more efficient organization and to enhance the service given to Palm City residents. In addition, the successful candidate will need to co-ordinate the ICT help-desk services for Palm City residents.

A strong background in infrastructure, server and database management is a must, as is excellent English language speaking skills and a positive customer-centric attitude. The selected candidate must be flexible and willing to work outside office hours to ensure that Palm City operations and services to clients are not impacted at any time. Scheduled and unscheduled attendance outside office hours, including Fridays and public holidays may be required.

Fast response and resolutions to ICT issues, clear evidence of a preventive maintenance mindset, a positive outlook to work and solid ICT support to Palm City employees and residents are the outcomes expected from the successful candidate. In itself, this will contribute towards supporting and complementing the high service-quality strategy adopted by Palm City Residences for its operations.

Duties

Manage and support the implementation of information systems and technology and assist with the introduction of new technologies.

Provides full administration services to all Information Systems at Palm City, including: Exchange Server, MAXIMO Asset Management, SUN Systems and HR systems

Become a problem-solving and escalation point for Palm City Managers and Supervisors in regards to information technology and communication issues. Identify solutions and works with Facilities Management or Administration to implement.

Direct, liaise, negotiate and manage third-party vendors, suppliers or service providers to implement to ensure that infrastructure and information systems requirements are implemented and maintained.

Manage Palm City contracts with third-party providers for infrastructure, information systems and telecommunications.

Evaluates ICT requirements for Palm City and future extensions and recommends essential programs.

Draw up and manage the ICT budgets and expenditures, including forecasting needs for the forthcoming period.

Enforce company and departmental ICT policies and procedures to help ensure compliance.

Draw up, manage and implement an Information Security Plan which would include disaster recovery and business continuity for all matters relating to ICT within Palm City

Participates in job related training classes, conventions, and seminars as directed.

In addition to performance of essential functions, may be called upon for support concerning projects completion, or assisting the Facilities teams in urgent situations.

Liaison with the Palm City management team and colleagues as appropriate to keep them fully updated regarding the progress of technical issues.

Produce daily management reports.

Attend meetings as required, and keeps Senior Management informed on issues affecting ICT operations

To ensure that all ICT services meet high standards and expectations.

Implement, manage and co-ordinate all activities in the handling of complaints relating to ICT

Produce monthly management reports.

Attend general meetings as required, and to keep Senior Management informed on issues affecting FM operations

Perform special projects and other responsibilities as assigned by management

Skills

To supervise and manage staff and prioritise duties accordingly.

Able to communicate effectively with residents, contractors, and staff at all levels of the organisation structure

Able to exercise initiative and prioritise duties and work tasks accordingly based on a technical understanding of the FM Service delivery in the Palm City environment.

Able to work to a high standard against agreed time-scales with limited supervision.

Ability to bring innovation to the residential services and to engage the FM Management team in adding value as a whole.

Technical Knowledge & Experience

Bachelor degree in Information systems or equivalent as a minimum – mandatory. Masters degree level preferred.

Certifications and demonstrated experience in database and server administration (Windows Server, Firewall Server, Mail Server) – mandatory. Candidates with MCSE qualifications will be preferred.

Supervisory management experience of not less than 5 years in an ICT environment – mandatory.

Evidence of experience in ERP systems administration- highly desirable

Experience in satellite TV broadcasting, multimedia systems management - highly desirable

Experience in CCTV systems installation and maintenance - desirable

Experience in PABX telephony system administration - desirable
