Calmly, these days, Libya is undergoing major transformations, which reflect what the country seeks to achieve with a particular focus on economic development. The visitor to the capital Tripoli will inevitably notice a wide range of developmental activities carried out by Arab and foreign companies, as well as, plans to build major cities and residential neighborhoods based on modern specifications. In addition, major construction works are ongoing in order to provide companies, banks and administrative departments with modern buildings and facilities. Libya willingly took the decision to open up on many different levels and have chosen this path after it decided to abandon its WMD program. It has also decided to revert, in a major come back to the international community convincing the United States and Europe to lift their embargo in an attempt to become, in a few years, an important country in the region. Libya 's strong political presence is embodied, especially in its focus on the African depth and the push towards the unification of the continent that possesses all elements of a political and economic pole, in terms of its huge potential of natural oil, mineral water and land resources. For African people, the Libyan leader Muammar Al-Gaddafi, has actually reincarnated the image of a savior who wants to lift the continent from the atmosphere of fragmentation, underdevelopment, poverty and disease, which is taking away hundreds of thousands. Tripoli is doing its best to activate the Maghreb Union through projects benefiting people in the five countries and has succeeded in establishing a model relationship with Tunisia thanks to the Libyan leader's and his Tunisian counterpart president Ben Ali's enthusiasm towards the bilateral partnership and the consideration which they have given to the consensus which was meant for political openness, bilateral relations, economic projects and structures. The very fact that Libya has been selected as the first candidate to represent Africa in the Security Council with an African and American support reflects its salient political presence and its openness to the world. In addition to the political presence and its openness, Libya seeks to attract more foreign investments and has since taken a series of concrete measures to encourage investors, in order to revitalize the economy of this oil rich country. According to Libyan leader Muammar Al-Gaddafi, his son Saif Al-Islam and top Libyan officials, support for a strategy of economic openness and a focus on investment is being strongly highlighted. Al-Baghdadi Al-Mahmoudi, Secretary of the General People's Committee (prime minister) said when he recently opened the fifth session of Tripoli International Fair that his country is currently implementing a board outline for development, allocating billions of dollars worth of investments with the participation of national and foreign investors. He stressed that Libya 's new investment policy is both firm and unchangeable. Apart from that it is determined to remove all restrictions and obstacles for the opening of the country before Arab and foreign investments, a move to be reinforced by the government through several important decisions. The Libyan official explained that the policy is based on Libya's economic openness to the world, pointing out that very soon the country will have several laws and legislation that will help attract investments, including reducing investment maximum value, which was set at about $ 50 million. Al-Mahmoudi also stressed that Libya has abolished all customs that were imposed on imported goods last year, began to develop plans for banks, with priority given to the establishment of joint banks. Economists say that Libya , in a few years time will become a regional economic center competing with Dubai , which is currently the main financial center in the Arab region. This vision is supported by the fact that the country possesses vast natural capabilities, which allow it to compete with the largest world economies without fear of any financial turbulence. The most powerful element of Libya 's capabilities is its huge oil reserves and great tourist potential that combine a coastline extending to more than two thousand kilometers and many archeological sites that date back to some of the largest and most important human civilizations of both East and West.
