Assumption comprehensive reformation to build up strong state, require strong collective will. It is known that will of success represents 50% of success as Ross Permet said: when I form work team I seek for people who like victory, if I couldn't find them I look for people who hate defeat. To dislike defeat is really the way to persistence that creates the success, to put feasible ideas, then to carryout hard core ground toward meaning of reformation. Inclusive reform currently disquiets many bosses of institutions, while a lot of people do not understand exactly the actual meaning of it. Some people believe that some reform can be performed rapidly in the institutions, or it is goal they can achieve, while in fact it is not . To realize comprehensive reform depends on developing service and improving work performance, it must be concentrated on the following steps: Full obligation by work team in the foundation Focus to create appropriate climate of reformation. To be acquainted continuously with society need for reformation. To up grade performance To decrease spent time in process of the reformation. To train the workers to upgrade their level in service To apply principles of comprehensive reformation in the beginning of any scheme.
