Immediately after raising the coercive sanction that was imposed round a decade and solving lokerpei case, Libyan has been cynosure regionally and worldly for who interested to build up economical and commercial relations through open door policy which its features have revealed obviously three years ago, where many decisions have been taken to promote investment pointly infra structure projects that have been affected aforesaid sanction.

Successive conferences, symposiums and seminars have been held to enhance and up grade development projects conform with rapid progress in world economy. Some decisions to encourage tourist investment and compensation of real estate, etc.. form strong incentive to make Libya being the biggest workshop in the world and to launch steps toward new horizons require official efforts by the state, represented in dealing with transparency and activating machines of execution the adopted decisions regarding projects of infra structure and development, through eradiation the excessive bureaucracy that represented in :

•  Slowdown in measures of custom decisions that over burden the importers and frustrate them.

•  Non-coordination between authority of decision issue and machines of execution that reflect non - transparency in treatment.

•  Slowdown in technical measure by Libyan center of specifications and standard related standardization materials and requirement of infra structure.

•  Non-publishing information related Libyan specification and standards so as to be available for all.

•  In fact the latest reason forms the major trouble hampers driving of development processes and obstructs Libya to be the biggest workshop in the world, so whom it may concern pay attention to eradicate these barriers to enable all people to share in work.
