When features of 2006 running budget has appeared, as vast number totally amount (25 billions) it seemed as politicization directions toward prospective cooperation and internal development starting from building up the infra structure in whole Libya. Latest meetings of GPC that emphasizing importance of inclusive development starting from building up the Libyan human in various domains, require intervention of the state guiding, through decisions and remarks of PBCs. In last weeks thousands of loans for housing units have been submitted to the beneficiaries citizens who have fully legalized the conditions to own such housing units, also to utilize other services related to these housing units.

Other huge strategical projects related to infra structure also have been signed recently such as sewage & water projects, establishing academic institutions, research centers and cultural houses. All these great achievements for the Libyan human have induced the responsible to take serious steps toward more building & promotion the peoples of PBCs through sharing them in opinions, which appear in continuous conferencing these days. The PBCs conferencing focuses in importance of guiding the financial possibilities toward exploitation in feasible projects, meantime to reconsider the Libyan foreign relations upon mutual interests with states. The latest steps were so understood as for countries which have political relations with Libya , where Dr. Shukri Ghanem, the general secretary of GPC has met for then 15 VIPs concerning joint efforts to enhance cooperation in various fields with states of these visitors recently . Declaration of running budget of 2006 and EPSA as motive number has made many states to think in dealing with Libya under several names such industrial investment, oil investment, commercial investment.

No doubt utilizing the coming up budget would promote the Libyans and their partners to work obviously for promising future and oblivion years of depression and misty relations, so these are steps to realize high hopes.
